The Unlicensed Protest
Transparency International Lebanon
Overview
In a country like Lebanon, where efficient public transport is lacking, cars are essential for daily life. Yet, systemic corruption and inefficiency at Lebanon’s vehicle registration department (Nafaa) have left many drivers unable to register their vehicles.
This situation has led thousands to drive without license plates, risking fines and vehicle impoundment at checkpoints.
In response, Transparency International Lebanon launched The Unlicensed Protest, a citizen-led movement turning empty license plate holders into powerful symbols of resistance. Protesters also organized car convoys across Lebanon, highlighting public frustration and demanding systemic reform.
By transforming their daily struggle into a moving protest, citizens rejected the corruption that has paralyzed essential public services, making a bold collective statement to restore functional and trustworthy government institutions.
